Public bug reported:
The libcgicc source package (3.2.3-5) have a cahngelog entry what tells, the
package now have a pkg-config macro
* Added pkg-config file to /usr/lib/pkgconfig
The cgicc.pc.in file appeared in the source package too, but cgicc.pc is
missing from libcgicc5-dev.
