That is not the way FF works and not what the button suggests.  Firefox
works with sessions.  It always asks *for every session*.  You can
easily start a new session by restarting FF as you already found out.
What you expect would be a confirmation for every connection.  For a
single page with say 15 elements, that means 15 (!) confirmations.  I
don't think anybody in their right mind would seriously expect or desire
this behaviour.

Closing, I don't think anybody will or should put effort into changing
the current behaviour.
