How is that disagreeing? I never said it happens _only_ on boot. My testing shows that it can happen at any time. It's just that, if they are already plugged in at boot, then you know it's going to happen. On a hotplug, it will happen then next time there is a USB bus-reset, by which time, it's easy to have forgotten that a device was hotplugged.
