I can confirm that this still happens in later versions. I tried
installing Mythbuntu 8.04 RC1 yesterday on my Latitude L400 and got the
same problem. As you probably know, this is based on the latest Ubuntu
8.04. Furthermore, installing Suse linux 10.3 also displays the same
problem.

I've tried disabling everything power-related in my bios, but that
didn't solve it. The problem I now have is that the suggested solution
(disabling acpi in kernel settings) doesn't work since the installer CD
immediately suspends on startup and I can't modify that CD. I can't even
get Ubuntu to install, let alone modify the kernel parameters.

Could this also be related to
http://ubuntuforums.org/showthread.php?t=593334 ?

Love to hear from you,

Martin van Dijken
