It's only quiet because it's mostly just baffling. The only real
possibility left is a misconfigured firewall or such. The dns query
comes from near you, and the traceroute is aok as well until the
firewall of Canonical. The fact that you can access the sites via proxy
suggests that the problem is closer to you than Canonical (although not
for sure). There are also no reports from other people about the same
thing happening...

Could you please attempt also with your firewalls disabled or at least
review all the possible rules that you have made? They might not be just
about network addresses but perhaps about fragmented tcp packets and
other such special types. Or perhaps congestion notifications.
