I suggest: Instead of having a bubble pointing to an icon which you click on to open an alert containing a button to restart the computer ... get rid of the icon and the bubble, and just open the alert in the first place. Open it unfocused and behind all other windows, so that it's not an interruption; but have it request attention, so that its window-switcher button throbs. That would achieve the same effect as the notification bubble, but would have simpler code, be less annoying, and be quicker to use.
