Repro Steps

I attempted to install libaqbanking20-dev after libaqofxconnect4 had already
been installed.
Expected Result
--
dpkg installation of a package via 'apt-get' should not fail because of an
already-installed package. 'apt-get' should find a conflict or possibly there
shouldn't be a conflict between the packages.
Actual Result
--
It stated that some file in libaqbanking20-dev already existed from
libaqofxconnect4 and it could not overwrite it. The dpkg installation failed
