An official tar ball doesn't have this kind of problems, so if I understand correctly there are parts of the official Firefox code split off and are now part of the Ubuntu firefox-gnome-integration. This package is not installed when you install the firefox meta package. So someone on Kubuntu or another Ubuntu-edition that has no Firefox installed by default (I also understand the firefox-gnome-integration is installed by default on the Ubuntu-desktop) misses some (essential) functionality when installing a meta-package.
I think this is a very serious bug, especially because in the past there was never any kind of problem like this. Also understand that many Kubuntu users install Firefox as their default browser.
