This is what I meant:
wesnoth (1:1.4-2) experimental; urgency=low
* Upload to experimental due to new wesnoth-tools package which isn't

That adds a new binary package (and the update has quite some (intrusive)
packaging changes for an stable update. An option would be to do the update
using the debian/ dir from the current package in Hardy. But making an stable
update from a new upstream release needs quite some testing
