Thank you for taking the time to report this bug and helping to make Ubuntu better. However this suggestion for the creation of a website to better track packages (i.e. Software Directory) is beyond the scope of the development teams within the Ubuntu community.
That being said, perhaps other members of the Ubuntu community has the same suggestion as you do and are working among themselves to setup such a service. You could check within the Ubuntu Forums (www.ubuntuforms.org) if such projects are being worked on, and if not, perhaps create a new post to inform the community of the want for such a service. In the meantime, perhaps you may want to refer to the Debian-Packages directory (http://www.debian.org/distrib/packages) to see if it meets your needs.
