Public bug reported:

Upgraded to Hardy from Gutsy, control keys (both) and Fn key don't work.

Control-Alt-Arrow *will* still flip desktops left and right
Control keys *do* work in TTY (As in CTRL-Alt-F1 to get to console, CTRL+C will 
halt e.g. tail -f /etc/fstab as normal)
Control-LeftMouse-Click *will* open a new tab in Firefox from clicking a link

CTRL+C does *not* work in Gnome terminal... acckkkk!!
CTRL+W does *not* close Firefox/Kate/OOO/etc windows

CTRL reports focusin focusout events in xev, all other keys (except
capslock) report keypress, keyrelease type events.
