Yep this is confirmed in the ICQ protocol in pidgin. My "test" may not
be the best because ICQ isn't supposed to allow you to message yourself,
but I think it's more telling that pidgin is allowing me to do this, but
then not allowing me when I use those characters.

I'd appreciate it if someone with another ICQ client would confirm this
behavior, to make sure it isn't on ICQ's end.
