I've Ubuntu 7.10 and /etc/init.d/hdparm is there.
$ sudo find /etc -name '*hdparm*'
/etc/apm/event.d/20hdparm
/etc/init.d/hdparm
/etc/udev/rules.d/85-hdparm.rules
/etc/hdparm.conf
$ dpkg -S /etc/init.d/hdparm
hdparm: /etc/init.d/hdparm
$ pkg ver hdparm
hdparm 7.5-1ubuntu1
$
But there's no symlinks to it in /etc/rc[0-9].d so it isn't being run.
My settings in /etc/hdparm.conf are seemingly being ignored on booting
so if udev is meant to be picking up the slack, it isn't. Anyway,
/etc/init.d/hdparm is present on a stock 7.10 install.
