Public bug reported:

i have just upgraded to Ubuntu 8.04 but now I have to enter my username
and password twice to login. The first time I enter my username password
it says running local scripts (/etc/rc.local) and then again asks for
login .And now I enter the same thing again and it works . also in
shutdown the system pauses on running local scripts(/etc/rc.local) and
then ends with 4 warnings about the NetworkManager.
