This bug has been triaged; the cause of the bug seems to be known. Yes, the root cause of this bug can introduce lags and general desktop unresponsiveness in other applications. It's a kernel scheduler option that's known to the (upstream) developers to cause scheduling problems and which has unfortunately been enabled in the Hardy 8.04 release.
