I am experiencing this problem with a system newly upgraded from Feisty to Hardy.
Steps to reproduce: * Launch kcontrol or System Settings * Select Appearance -> GTK Styles and Fonts * Either select "Use another style" in GTK Styles or "Use another font" in GTK Fonts. * Click Apply * Close kcontrol or System Settings. * Repeat the first two steps. Settings have reverted to their previous states. I can't say if this was already a problem with Feisty as I didn't have cause to do this before upgrading.
