It seems that you're right, but it is apache2 that is up/downloading. The bug ceased to show up after killing apache2 (which is run as root). Maybe this version of the bug is caused by changing the owner of /var/www to myself, what I had done to ease the management for myself. I found out that creating files in /var/www created the same bug. But there is no refreshing. It's also possible that my slow computer takes more time to show the icons (and to scan the files for detecting the MIME) than me to create a new file. Anyway, if there's already such a bug, this is probably the same one.
