I've recently solved this problem. I upgraded from gutsy to hardy and everything seemed to work fine. Up until I removed the xen-utils-3.1 package. For some reason after the upgrade I had xen-utils-3.1 and xen- utils-3.2 installed.
The postrm script on the uninstall removes the following symlink lrwxrwxrwx 1 root root 20 2008-04-28 11:58 /etc/udev/rules.d/z60_xen- backend.rules -> ../xen-backend.rules Adding this link back seems to fix things. -- Device 0 (vif) could not be connected.
