Public bug reported:
This is a user interface bug in gnome-control-center. Source package is
gnome-system-tools...?
Steps to reproduce:
1. Go to System->Preferences->Keyboard->Layouts
2. Press "Add..."
3. Click in the "Layouts" dropdown.
4. You'll find a strange looking widget with lots of empty space at the top.

This is on hardy.
