Why did you change the permissions of /usr/bin/dpkg? Normal users should
be able to run it. Please set it back to the default

  -rwxr-xr-x 1 root root 405208 2008-02-13 02:51 /usr/bin/dpkg

(sudo chmod 755 /usr/bin/dpkg)
