Binary package hint: command-not-found

On starting up computer the first Kubuntu loading screen is shown after that
Whoops!
Command-not-found has crashed! Please file bug report at

Please include the following information with the report:
no module named CommandNotFound  
Trace back (most recent last call);

Tried apt-get commands nun were recognised as commands can not get out of this 
loop as after posting most things this message returns. Can cd through the 
system.
This started on the second restart of the system after and attempted upgrade 
from feisty to gutsy were I lost power part of the way through.
