Indeed "pg_config" (i. e. the one in /usr/sbin) is from libpq-dev, thus
for client-side applications. If you need a per-version one, you need to
use the one in /usr/lib/postgresql/8.2/bin/pg_config.
This is slightly inconvenient, but since we have more than one major
version, pg_config's from several versions need to be installable in
parallel.
