Thanks for reporting this. We really need more complete error messages
to find out what is wrong. If this error persists could you please paste
the contents of the terminal output into the bug report. At first glance
it looks like you have mis-typed the upgrade command.

apt-cache policy do-release-upgrade is not correct to start an upgrade. Please 
check the instructions linked below for the recommended method
