Public bug reported:

In previous version, my processor's frequency was scalable, from 1Ghz to 2Ghz 
depending on the processes running.
Since I installed Hardy (it also happened during the last weeks of Feisty), I 
cannot use this function anymore, my processor always stays at 2Ghz.
I have an AMD64 Xp 3000+
