Some, perhaps interesting, observations. (1) When I echo 3 to /proc/acpi/fan/Fan/state, the fan stopped (although it still says "status: on"). Increasing the CPU load then results in normal fan behavior (e.g. fan starts at 60C and stops when temperature is below 60C again). So this seems to be a quite OK quick-fix. (2) Although I'm not an expert, it seems as if the throttling scheme is in reverse order: T0 is full speed, whereas T7 is 12%. Normally (low CPU load), T0 is active (e.g. full load). Perhaps this scheme should be reversed?
