This is no bug in the program.
This is a "user bug".
If it is considered to be a bug it is a bug in realdine lib not in bash.
And the bug(or maybe even wish, since it's not really a bug, it's just
something that doesn't work as expected) then would be:
/etc/inputrc should be the default for lib readline and those defaults should
be able to be overridden in ~/.inputrc
