Please sync cgiwrap 3.9-3.2 (universe) from Debian unstable (main).
Explanation of the Ubuntu delta and why it can be dropped:
Current Debian version now depends on php5-cgi.
Changelog since current intrepid version 3.9-3.1ubuntu1:
cgiwrap (3.9-3.2) unstable; urgency=low
* Non-maintainer upload.
* Depend php5-cgi instead of php4-cgi. (Closes: #424814).
* Add build-dep for autotools-dev.
