I'll do that. Thanks for pointing me to that page. Searching for it just got me 
to a short description with a lot less info about the sync process.

Please sync libapache-mod-random 2.1-1 (universe) from Debian unstable
(main).

Explanation of the Ubuntu delta and why it can be dropped:

The binary rename was done in the update in ubuntu as well as in debian.
Apart from that some package improvements was done in debian.

Current changlog in intrepid:

libapache-mod-random (2.1-0ubuntu1) hardy; urgency=low

  * New upstream release for apache2.2, closes LP: #145551
    - new binary package name libapache2-mod-random
    - old binary libapache-mod-random removed
  * Added debian/watch
