Public bug reported:

After installing Kernel 2.6.24-17.31 from Hardy proposed my system
doesn't wake up any more if I do suspend to disk. If usplash is enabled,
the splash screen stays just there in a frozen state forever; I'm gonna
attach a screenshot from my digital camera of how it looks like if I
disable the splash while resuming.

Since suspend to disk workes fine with Kernel 2.6.24-16.30, this looks
like a regression to me.
