How are you viewing what the rights of the remote directory are? This doesn't seem to be a file-roller bug, but a GNOME nautilus bug (remote dirs are always read as 700), as when I checked file permissions via SSH and "ls -la" I did not see this bug, bug I did see it in the nautilus interface, which incorrectly reported the permissions.
