I have upgraded to Ubuntu Hardy. All updates are installed. First I ran
/etc/X11$ sudo dpkg-reconfigure -phigh xserver-xorg
to reconfigure xorg.conf to the default version. Then I added "Virtual 2048 
2048". The result is attached.

Then I rebooted, started System>Preferences>Screen Resolution, and switched TV 
from "Off" to "640x480". The resulted configuration is attached in the next 
post.
I hitted "Apply". My TV became primary screen and all GNOME panels were moved 
there.
