Like I said, mirrors should update their Packages files only after they've got all the .debs the Packages file refer to. This is best practice for operating a .deb mirror, but requires the mirror admins set it up especially.
In pseudocode: mirror all new .debs; mirror Packages files; remove obsolete .debs. Debian used to have the same problem. It no longer seems to have it, for any of the mirrors I use.
