This seems to be correct with current tzdata, there is no DST for 2008
and beyond, only for 2007:
$ zdump -v -c 2007,2011 Asia/Baghdad
Asia/Baghdad Sat Mar 31 23:59:59 2007 UTC = Sun Apr 1 02:59:59 2007 AST
isdst=0 gmtoff=10800
Asia/Baghdad Sun Apr 1 00:00:00 2007 UTC = Sun Apr 1 04:00:00 2007 ADT
isdst=1 gmtoff=14400
Asia/Baghdad Sun Sep 30 23:59:59 2007 UTC = Mon Oct 1 03:59:59 2007 ADT
isdst=1 gmtoff=14400
Asia/Baghdad Mon Oct 1 00:00:00 2007 UTC = Mon Oct 1 03:00:00 2007 AST
isdst=0 gmtoff=10800
