Public bug reported:
I'm abusing ltsp-build-client to build a diskless fat client by dint of
"--late-packages ubuntu-desktop". The "dpkg --configure" step for eg.
HAL will try to start the daemon and failing, due to the lack of /proc.
This is just the tip of the iceberg; I'll file more bugs as I go along.

--configure hal (and others)
