Looks broken to me:
mozilla-locale-zh-tw: Depends: mozilla-browser (< 2:1.6.1) but
2:1.7.13-0.2ubuntu1 is to be installed
The dependencies are
mozilla-browser (>= 2:1.6), mozilla-browser (<< 2:1.6.1)
which indicates that the mozilla-browser version is not allowed to me
lower than 1.6 and not 1.6.1 or higher.
