Binary package hint: compiz

Steps to reproduce:

1) Have multiple users
2) Log in as one of them, make sure desktop effects are enabled
3) Switch users and log in as a different user
4) Trying to enable desktop effects fails.

Whoever is first to login gets desktop effects, the second person
doesn't.

Here is terminal output of gnome-appearance-properties for 2nd user:
