The system monitor apparently does not show all processes. I had very high cpu utilization (100%) shown on the graph. But looking at processes, there is no process that show high utilization. I start >top (another performance tool). It shows in my case that NetworkManager is using around 90% of CPU. I kill NetworkManager, the system monitor CPU load graph goes down to 5-10%.
