Most other docs in /usr/share/doc/exim4-base/ are original documentation from source tarball and I presume, would require a patch to the original tarball to fix references to other docs. IMHO, it is probably OK to leave the original docs untouched since an intelligent user would easily be able to work out the location of the other referenced documentation and that it is gzip compressed.
In addition, two documents from the original documentation are not in the /usr/share/doc/exim4-base/, they are: - experimental-spec.txt - pcretest.txt The only difference in the debdiff provided is in the maintainer field.
