No.  It should recognize the battery on startup.

Please run the power manager from a konsole shell.

1.  Exit guidance-power-manager (right click on the icon and select quit).
2.  Open a konsolse shell.
3.  Type guidance-power-manager

If that produced any output, attach that to the bug.

For your initial startup errors, look in your user's .xsession-errors
for anything that appears power-manager, hal, or dbus related.
