We are not going to combine filters, but instead, improve them to behave
properly.
So, untranslated filter will list only entries with no suggestions,
current 'needs review' will be removed and replaced with 'with new
suggestions'.
Filters are only few, so it should not be too big of a problem to
navigate to two or three pages of interest.
