Lets try something quickly before I start asking for more information...
Have you tried right clicking on the icon(s) and making sure "lock to
panel" is not checked and then tried moving them? The only way to move
one of those icons would be to right click it then click move once that
is unchecked... Just make sure to check "lock to panel" when your
finished though or they might move around on you.
Let me know if that works?
