Public bug reported:

Binary package hint: gnome-system-monitor

By default, Graphics refresh rate is 2 seconds. However, the graphics is
redrawing much more frequently.
I supposed the actual value is updated every 2 seconds, but in this case
redrawing 4x faster than the value polling is useless and is consuming too much
resources (other bugs are pointing out this problem).

Try to set a refresh rate of 1second and you'll see a continuous but
irregular graph refresh, because of heavy resource consumption.

** Affects: gnome-system-monitor (Ubuntu)
     Importance: Undecided
         Status: New
