Public bug reported:

Binary package hint: initscripts

An old and wise rule about SysV, says that Sxx + Kxx, should be equal to 100.
This rule is never respected in Ubuntu, and even if we have upstart, we have a
lot of confusion.

In Ubuntu, for instance, the default for "ufw" is to have two scripts:
K39 and S39 .... and 39 + 39 != 100

Lot of times, I found myself, lot of scripts in rc0.d or rc6.d to stop a
service, that was never brought up...

Sometime I have been using sysv-rc-conf. Is it a fault on sysv-rc-conf,
or, are the initscripts wrong?

by the way, IMHO, in a *no* sysv outlook/mentality, if a process doesn't have a
pid file there is no need to have stop procedure. Just kill everything, and
poweroff the machine.

p.s.: sysv sucks :)
