Problems while trying to connect to a Wireless Network using special
characters as ESSID on Ubuntu 8.04

It was tested under an open network (the encryption was disabled)

I have an Access Point and its essid is "chapolin". When I try to connect it, 
NetworkManager identifies correctly. It's OK.
When I change the ESSID to "chapólin" (with a special character), the new 
network doesn't appear on NetworkManager list, showing only the old ESSID 
(chapolin) and when I try to connect it doesn't work. I had this same issue at 
the University trying to connect to an open Access Point with "Profissional 
Cópias" as ESSID.

I told some colleagues about this possible bug and they recommended me
to run "iwlist wlan0 scan" manually so that we could understand if this
is only a problem on the NetworkManager or if it also happens on
wireless-tools package too. I ran the command and the network with
special characters as ESSID (chapólin) appeared on the list, although
showing a "?" (question mark) instead the "ó" (the special character). I
know this kind of exhibition problem is usual on console because the
UFT-8, and to avoid any kind of doubt I ran the command once again, but
making sure to redirecting this time the output to a file and the ESSID
using special characters (chapólin) was there.

By the way, the special characters I've mention above are largely used
on Brazilian Portuguese (the language spoken in Brazil) and also several
other languages such as Spanish, French, Italian etc. Maybe the people
who set up the ESSID on this kind of device don't know about charset and
encoding, so it would be great if this bug could be fixed because it
worked perfectly for a friend which was running Windows Vista on his
laptop.
