Continuing:

1.

So i tried the same with other mirrors from
https://wiki.ubuntu.com/Mirrors?highlight=%28mirrors%29

namely:
ftp://ftp.belnet.be/pub/mirror/ubuntu.com/
and
ftp://sunsite.informatik.rwth-aachen.de/pub/Linux/ubuntu/ubuntu/

both are not recognised (unknown mirror) in the upgrade process,
so the wiki page has misleading info

2.

from there i tried:
https://launchpad.net/ubuntu/+archivemirrors
and both have differences..

(not relevant for this bug, but amusing: so i decided i should make this more
clear on the wiki page / mirrors,
but for some reason is the password for launchpad which is kept by firefox,
not the right one; although i am logged in with it on launchpad, unable to
change my password in launchpad, still following?:)
So i didn't change the wiki..)

3.

Some interesting errors:
after running the update-manager -d again:

So i checked the site:
http://archive.canonical.com/ubuntu/dists/dapper-backports/Release
and the files found here are dated from 2007.. while the current ones are from
2008

This person had the same problem, unsolved:
http://forum.ubuntu-fr.org/viewtopic.php?id=212553

hope this helps.
