My laptop is Aspire 3100 that have ATI radeon xpress 1100.
I'm using desktop effects now after below.
1. uninstall "xserver-xgl" and any fglrx packages. and reboot.
2. install fglrx-amdccle , fglrx-control, xorg-driver-fglrx.
3. edit /etc/X11/xorg.conf and enable Composite Option.

4. reboot and login
5. make desktop setting on.

xserver-xgl => blank background at login, however failsafe GNOME works
