Public bug reported:

The F2/rename file function is disabled in nautilus 2.22.2 for read-only
files. Apparently the developer's assumed that this function is not
needed when files can't be renamed because they're read-only anyway, but
I often just copy & paste the name of a file in the console. So when you
press F2 on a read-only file you should be able to edit the file name,
but you should receive an error message when you try to apply changes.
