Public bug reported:

In my admin account I unchecked the box saying "Allow access to external
drives" for user X.

I then log on as user X and plug in a thumb drive and boom, it auto-
mounts and opens.

Aren't USB thumb drives considered an external drive?

** Affects: ubuntu
