Public bug reported:

If you run ubuntu in recovery mode and then select the Fix X11 option your 
keyboard layout will be set as English and Generic 105-keys.
Example:
You have your keyboard set to Spanish, Generic 102 Keys. Restart your computer 
and start Ubuntu in Recovery mode, and select fix X11
now when you login to the GDM your keyboard will be set to English/Generic 
105-keys. You may fix from the gnome-keyboard-properties, but next time you 
turn on your computer your keyboard will be English/Generic 105-keys.

Only way to fix this, edit /etc/X11/xorg.conf
