Public bug reported:

Since 8.04, Compiz appears to require 'fglrx' to be used. With 'ati', I
cant even enable effects. This worked just fine in 7.10, with exactly
the same hardware. With fglrx enabled, video lags in full screen. So now
I'm forced to choose between functional video playback, or desktop
effects. Both of whom worked fine in 7.10. Nothing change, but ubuntu.
